My windwalker and mistweaver action bars are shared on my Dalaran monk “Liloko” for some reason. Brewmaster is uneffected. I’ve been getting the same canned response from the help system with nothing to do with my request for a month now.
Maybe post in the Macro and UI forum? (I see you have before, but you necro’d a thread from December '22. Make your own topic there - or you can edit your post here and move it to that forum.

Do you have ‘Use Shared Action Bars’ ticked for those loadouts?
When you mouseover a saved talent loadout in the drop-down menu, there should be a cogwheel to the right of that menu option.
If you only have one loadout apiece, try making a new one and unticking it.

I had thought it might be that but unfortunately that is unchecked.
Hmm. Try toggling them on, swap around, log off then back on, then toggle them off again?
Sometimes software gets glitchy. Did you ever try a full UI reset? It’s reversible as long as you just move or rename the appropriate folders. I wonder if it’s just something local to the client that’s borked, though I expect the bars are saved on the server.
