You keep shifting the goal-posts to avoid being called wrong. If a Shaman itemizes for threat, they lose what meager additional Armor/Stamina they had on their gear. Warriors and Druids don’t have this issue nearly as much and once we’re into raids, the Druid at least (I don’t know Warrior gearing super well) can actually maintain Hit cap and Armor cap while stacking Agility/Stamina.
Shaman are Tanks the way a Priest wearing Ironweave (once Phase 5 drops) is a Tank.
They were as legit as Hunter pets and Voidwalkers. Nothing more.

Viability requires being able to get the job done without much fuss when the content is relevant. You linked two videos of a Shaman doing 5mans after Zul’Gurub was released at a minimum, and was wearing gear from said 20man Raid.

Since they are optimizing their tank builds predominately with mail, armor is already factored. You would not favor the loss of half the armor for leather gear, unless there was some specific reason to do so. so tanking in leather, with the same stats as mail, makes no sense (out side of special needs cases, like hit).
Since resto grants 3% of hit, shamans need only acquire another 3% from gear sources, to obtain hit capability. Luckly, a BOE Epic Weapon, That grants + 10 skills, solves this problem. So by default, shamans do not need to worry about hit rating where other classes generally do.
This allows them the optimize most of their gear for mitigation.
Warriors in the end win on the armor part in the best-case- gear situation, but probably by about only 8% over the shaman. Where they really shine over shaman is in blocking, and while they shine there, shamans usually are higher in dodge (along side druids).
The issue here however, is that while shamans in a base-gear case situation can be roughly equal to warrior, they do not have the cool downs that they do. This drop hurts their potential to main tank. Had there been gear that gave them better mitigation, this would not be an issue for them.

This makes no sense as to what you were asked, Mail has very little armor compared to Plate or Dire Bear Form, shedding it in any amount is going to dramatically harm your survival when you’re already so low in that category.

You raise another point that shaman dont have necessary cooldowns, I’d argue that it’s worse than that because you need to be dumping mana and globals to build threat while restricting yourself from using any other tools of the shaman kit that give them value.
i am asking for people who did dungeons with shamans, if i wanted to tank as a warrior, i would play a warrior but i play a shaman
