Last week, sometime around October 30th, I accepted the Shadowlands quest line in Stormwind on my level 80 character. As I’ve done this campaign before, I spoke to the NPC and selected the SKIP option for the Maw introduction.
Once the skip was accepted, I was loaded into Oribos, but nothing happened. I am standing in front of the two Arbiters who are supposed to react to your character entering Oribos from the Maw, but they’re motionless and say nothing. Additionally, the NPC who typically freezes time and offers you the choice to use the Threads of Fate in order to skip the main Campaign did not appear.
I am in a strange phase of Oribos where there is a strong lack of any NPCs, some areas are completely barren, and I cannot continue my Shadowlands campaign normally either. All of the portals are closed and there are no NPCs on the top level. I do see some players running around on occasion but this has not resolved itself even after the Tuesday reset. This is very frustrating.

I have no idea what is going on or how to fix this.
Which level 80, Coal? You have 5.
Looking at your Blood Elf Rogue and the Dracthyr Warrior, my guess is both had Shadowlands: A Chilling Summons and selected the option to skip the intro?
The Rogue appears to have received and completed the quests up through The Path to Bastion.
The Warrior, I don’t show picking up the initial quest.

I have an 80 with the same problem but at least I know what caused it. Have not been able to find a workaround yet.
My main completed all the Pathfinder campaign and got his Covenant during the first month of Shadowlands. Afterwards alts could just do the skip, take the Threads of Fate and go select a Covenant. That changed sometime afterwards.
Sometime during DF I leveled a character up to 50 and was able to get the SL startup quest in SW. Took the skip option, got several quests in Oribos and finally sent to the Flightmaster and a quest to open the Bastion flightpoint and start quests there. Realized after a few of them that I was now expected to go through the entire campaign storylines in all 4 zones, just as if nobody on the account had ever done it before. Course I bailed, gave up on Shadowlands.
Apparently you can indeed get the startup at level 50; just that you need to wait till 60 to do it before you can get the Threads of Fate option. Another two levelers since then, who waited till 60 to start it, are now fully SL qualified. But that poor 50, who’s 80 now, has never been able to find a way to do it without going through the campaign grind.
I have two Horde characters, levels 77 and 78, that used the skip function and have the same problem. They’re just stuck at Oribos and can’t proceed any further. There isn’t even a flight path where it’s supposed to be. Out of curiosity I tried using a level 80 Alliance character but this time didn’t skip the intro quest chain and played through it. Same thing. Whether you skip it or not you end up in Oribos with nowhere to go.
This is unfortunately something that seems to be a common bug for characters not in Chromie Time. Instead of triggering Fatescribe to offer the skip or the quest to be given automatically when you exit the maw or skip it, neither of those things is happening after the change that prevented Fatescribe kidnapping your characters. I don’t think there is currently a workaround.
My level 80 warrior Kethcael is the character with the problem.
My Rouge has run through the Shadowlands via leveling to hit 80 and has no issues. In fact I am in Zereth with Her now.
Yes, both characters used the Maw Skip option. It’s strange that you’re not seeing Kethcael as having accepted the introduction quest. If I go back to Stormwind, the army and NPCs used to start Shadowlands are absent.
