No… It was a talent that added a cool down to casted fear but made it instant. Not talking about howl… It got removed pretty fast.

I dont quite remember the instant fear, but if it added a cd then its fine
…It really kind of wasn’t fine. It was kind of dumb. Think about it like this. Mages had insta cast sheep in the form of POM, I think it was like, 90 second cd? But the fear thing was like an 8 second CD, unpurgeable. Meaning it wasn’t a buff that you could see/purge or predict and shift or ground if you saw the buff soon enough. It was just insta cast fear with basically 0 counterplay.

I kind of agree with the commonly espoused opinion that classes which can spam cc should not be able to do it instantly. All instant cc has to have a significant cool down, (like 20 seconds or more.)
