Okay my prediction is the Arbiter and Jailer turn out to be the “First One” but in a split form.
Why do I think this well the Arbiter has a soul sphere in its chest glowing.
The Jailer has a gaping hole in its chest.
They will combine to become the mythical “First One” very much like the Xel’Naga was in SC2. With a guest appearance of Kerrigan… sorry spelling, the guest appearance of Sylvanas the now also First One.
So we get to help Ker…Sylvanas take down the now returned “First One” because us the players helped unite the Arbiter and Jailer in the first place.
This is just my only halfway serious guess.
The jailer, this was confirmed loke day 1. There is nothing to speculate.
