Where does it indicate how long you have to wait for a character service cooldown (such as race change).

Oh no nothing like that, you could check your order history and then count +3 days from that till the last second and you’re good to go once again.

There is not a timer shown to us as players.
If you purchased the service and immediately used it then you could start counting from then. However, if there was a delay between purchase and use, then determining the timer cooldown would be more problematic.
Also please note, timer cooldowns are down to the second.
Perhaps a Support Forum Agent (Blizzard employee here on the Forums) can pop in to this post and give you a more definitive idea of the timer cooldown.

I had a similar issue with a realm transfer.
I was informed by a Blizzard Rep that the cool down was 72 hours timed to the minute.
Sure enough, it was true.
