You have given your player base the ability to party up with their friends and queue into low-level BG’s. That is wonderful for the minority of players who use this feature. As is befitting of one minority to receive their benefits from Blizzard. Here is a proposal for the rest; or the majority, of pvp-vers to receive theirs.
Separate the party sync groups into their queues and the same for solo queues.
We have enough players to fulfill both queues (queue a BG you will see horde/alliance have a group of 70s in most games below the 70 bracket). Party sync queues can sync to the required level to face the opposing party sync team level. Forgoing the dreaded queue wait time from a dissected player base queue group. Reduced BG player count sizes could be utilized also. 6v6, 7v7 etc.
Regular low-level brackets remain unchanged for the respective level to the bracket 10-19,20-29,30-39 etc…, refreshingly original.
Both parties deserve their play style, but one party has no choice in whether they get to play the way they would like - random. The meaning of the word is lost on many who tout “make a group of your own” and “join a discord”. To those comrades, what is the meaning of random to you?
Don’t separate the brackets. Just dial them down to a median power level in the bracket.
The intended purpose of being able to drop down and group up with a lower level friend and have fun should exist without diminishing the queue times for anyone. The unintended purpose of turning the player dropping down into a god among mortals needs to be corrected.
The player dropping down needs to be scaled down more by a significant margin to ensure the practice is being used for its intended purpose and not being abused as a means to decimate players in low level brackets.
I am in disagreement with this. Currently Brackets feel lifeless (soulless), more so than ever before. Dungeon queues are even becoming almost non existent for lower levels.
We need more players on the field, players with the will to fight in a seemingly fair match.
Brace yourself, please take this with most open mind available. At least this one time.
Twinking has always added activity to the lower brackets, every single time.
With the removal, we were swapped with PARTY SYNC groups. Which in my honest opinion has decimated the lower brackets. Talents and Abilities that are unobtainable in said bracket was over the top. Mandatory premade in a area of the game without ANY form of traditional matchmaking in place. A true bully simulator! that crashed it.
Now, if item levels were tightened up. Possible BOA PVP Gear available (again) Scale the low end with a fair moderate chance at counter play, as I suggested Weapon racks for filling of missing slots etc.
Open up the brackets to experience on/off once again, Levelers and PS all in!
As long as these power deltas are close enough (or even the same) to what Twinks/PS will have equipped, everyone will be able to play together again.
More players, more balance = Better Game.

Twinking, as with all the other degenerate forms of gameplay that involve amassing obscene degrees of advantage over others, such as level sync and queue sync premades, greatly reduce activity in any bracket they become prevalent.
Any game based on a competition is only fun for as long as it remains competitive. When a handful of players start resorting to these methods of gaming the system, it forces others to make a choice:
Engage in the same methods because it quickly becomes the only means to victory.
Lose more and more frequently because they have no chance against those using said methods.
Quit altogether because exploiting these systems for an obscene advantage isn’t fun and neither is losing to those who do.
As more and more people start grouping up to engage in these activities, their only opposition becomes those who do not. This creates the landslide victories and rampant /afks after the first team fight that we have now. People will only endure this for so long before they stop joining queue altogether, assuming they choose to log in again at all.
Players just looking for experience in Battlegrounds may not be enough to make things work like the magic, of what this game provided in the lower brackets during it’s most active eras.

Party Sync is not the most creative method of this growth imo.
I left a few suggestions which work in favor of Everyone involved, not just one.
Since a good player can:
A) level from 1-70 in 1 day of questing and dungeon spams
B)enjoy the game at a slower pace and maybe still avoid the game modes that allow pvp scaling exploiters
C)utilize the optional scaling exploit with a friend that is lev 70
I dont expect any scaling exploit fix or ToS change. The exploiter only recieves fun for their effort unless they dont even get to have fun because the enemy team has more skilled scaling exploiters. Running party sync low level bgs repeatedly SHOULD be rare, but if it isnt, it could be addressed with even more less favorable scaling for the lev 70 player, more deactivated talents, ect. It is still likely the most frustrating for twinks(not gaining character levels intentionally to stay bis geared for a pvp bracket). Anyone using BGs to level can, however slowly and will eventually be max level where spec tuning is garbage still but at least there isnt twinks and scaled down higher level players one tapping folks. If you enjoy using party sync to kill everyone (including lev 70 players) in low lev pvp while being lev 70, I highly recommend MM hunter, they are god mode in sync exploit BGs.
