I recommend editing your post to move it to Customer Support, where you are much more likely to find troubleshooting help.

We’d usually recommend checking Wowhead for game hints like this. Wowhead is a great resource because it often list out quest chains, which include pre-requisites that you need to complete in order to be offered the next in the chain.
For example:
You can see on this page, that there is a pre-requisite quest called Garrison Campaign: Onslaught at Auchindoun
Since your character hasn’t done that, you aren’t being offered Secrets of the Sargerei.
You can find a similar quest chain outlined for Dark Ascension. You’re not seeing these quests because you haven’t met their pre-requisites.
