Can I get my second Splintered Spark of Awakening through random battlegrounds and BGB?
Trying to craft some boots and I need my second one.
The PvP weekly quests will reward those.
You will see the reward in the quest log.
I did the quest and got my first splinter, but how do I get the second one?
You only get 1 a week unless you capped vault and got the coins to get another…you’re stuck with only 1

Not true. If you have fallen behind you will acquire them through M+, Raids, or PvP wins.
From PvP, they come out of the victory boxes you get from winning an arena or BG.
You can use this command in-game to see how many you have out of the maximum currently available.

yes there is a catch up Mech, once you get caught up you STILL only get 1 a week dude
