I don’t see the problem with scaling up all of the current raids.
It’s for an expansion epilogue patch that gives people stuff to do while they wait for the next expansion.
Tell me, would you prefer to do just Sepulcher for the next year or have the choice between Nathria, Sanctum, and Sepulcher?
And no, you aren’t required to do all three, because it’s the end of the expansion and you will replace the gear with quest greens anyways.

Not sure if this is a joke but when they redid those other dungeons they did up the graphics in them. This is literally just all reused content with a new mechanic.

I would be extremely happy about them recycling old content, as long as they use it as an excuse to make the old content playable. People are whining they don’t want to farm SoD again because SoD was crap. What if, they took the assets of SoD and made the instance not play like crap?

if you have 6 ring slot items that drop at the same ilvl you can get which ever item that suits you. stat wise. a number of bosses would have duplicates
difficulty wise is also likely. so it might be interesting to have the difficulty raised but also have all the end game powers. tier sets, double legos higher conduits. higher stat values.
i dont think it would end up like a Nyalotha corruption meme but maybe it could if the Affixes added into the game were like encrypted or the affix granted a selection if corruption like effects. (gain X stat but take increased damage)
maybe extra things can be attacked to gain “your attacks echo cosmic damage for 45 seconds after killing this mob”
no one will go to sanctum unless dom gear gets revamped to not be a toxic grind. it would objectively be useless gear outside of the one raid unless it was made useable everywhere.
and that could have backlash from people who already deleted their shards for bag space because bliz doesn’t thing bag space is an issue.
