Scaling in older instances is broken

I saw people reporting that Legion raids were a bit tougher as well.

Legion raids more difficult at level 70 with 340 gear

ummm blizz why on beta the raids are more difficult again? no squish and higher ilvl and higher level and still the raids are as hard and harder than currently. what gives?
