If by “as many times as you want” you mean literally… then the answer is yes. Otherwise, it’s loot locked like raid bosses. Once you kill an M0 boss, it wont give you a chance for loot until the next reset. So you can run it as much as you want for practice, you won’t get anything from it after the first run. Unlike M+ you don’t need a key and you can cherry pick 0s.
Your concern was thay they couldn’t learn. What has gear got to do with that?
No one in their right mind out side of MDI players are running content without the chance for gear to “learn” in a game. The entire “game theory” of an MMORPG is based on incremental rewards for playing to keep you playing.
My concern was that the current scaling doesn’t make sense for its intended purpose.
Either way, I’m not going to play games with you. We can either talk about it like adults or you can carry on playing dumb with someone else.
Guess what! M0 dungeon rotation has been the same since S1. All the older dungeons added to M+ rotation in DF didn’t have a M0 variety. It’s been the same 8 dungeons from the beginning (now including Doti). So players have had the opportunity to learn these dungeon mechanics for 3 seasons in a row.
If players never bothered to learn these same dungeon mechanics because they were so easy it didn’t matter, that’s not a problem devs can fix — nor should they.
Players should know the mechanics by now (discounting brand new players who picked up WoW during DF).

Not M10 in Season 3’s early weeks, more like M2-M4. By the time I acquired mid to high 440s gear, I was doing M5-M10s.
I remember the days of skipping Heroic and Normal altogether like it was two weeks ago.

I agree the progression probably isn’t smooth enough yet. They probably need to make heroic dungeons harder.
Players need to learn how to play before doing M+, so making M0 harder was fundamentally good so players have to actually learn.
If only there was a way to upgrade the gear to increase the ilvl…

Found them useful for learning mechanics in a way that I could certainly feel what was happening and learn what I should avoid but forgiving enough that I wasn’t going to just Roblox oof any time I made a mistake.
I feel like that’s a chunk of content that just doesn’t really exist anymore. Heroic is bare minimum M0. M0 is not “0-10” but rather just 10. And 2s are ~13s.
So you’re talking about at least a 10 key level difference between heroics and 0s. That’s a dumb gap that really has no reason to exist.
The Dev Team should ditch the Season 4 Mythic scheme and go back to Season 3 template. More M+ levels give players more choices that serve greater number of characters than cutting Mythic levels by half. In any case, the Dev Team can’t say they want more M+ access to casual players and then set the starting point of Season 4 M0 at Season 3 M10. That cuts down M+ access to casual players instead of promoting it.
More choices mean nothing if those choices are barely played and those that would play them kept crying about timers. Now they removed timers and guess what, players still crying.
I did all of m0 with a 473 ilvl geared blood dk. That’s lower than what you get from heroics/world events.
No, it prepares them for M+ better by forcing them to actually learn how to play before entering keys. The problem you identified though is the jump isn’t smooth enough, being that heroic needs to be harder to better prepare you for M0. Clearly you’re entering M0 and struggling because heroic wasn’t hard enough.
Season 4 track is infinitely better.
