RPG vs Gameplay....Why not both? (Covenant Swapping)

I guess it comes down to two different groups of people with a different definition of “player agency”.

For some it means…

• Being able to play the game the way they want to when they want to. These people have been asking for things like removal of reforging costs so they can play more roles.
• Making sure that others who do not rpg correctly are punished.

I actually see the 2 sides differently.

After reading through the many threads here about the Covenant System, I kept seeing different 2 opposing opinions about what “agency” means. Both generally agreed that it should involve choice and consequence – but differed when it came to the degree that the consequence had on the game.
