The Tirisfallen Democratic Commissariat, colloquially referred to as the Desolate Commissariat or simply TDC, is a multi-ethnic confederation of territories located predominantly in the northern Eastern Kingdoms. The largest territory of the Commissariat is within portions of Lordaeron, though it also includes areas in neighboring Quel’Thalas, Alterac, plus numerous other territories or enclaves south of the Thandol Span, on Kalimdor and in Northrend.

The term “Tirisfallen Democratic Commissariat” was not used until after the Banshee Queen fled the Second Siege of Orgrimmar. Previously the governing body was referred to as the Desolate Conclave, which was founded shortly after the Battle of Lordaeron for the purpose of aiding and resettling Forsaken refugees in Kalimdor. Inspired by the ill-fated Desolate Council, the Desolate Conclave was a clandestine organization that gradually expanded on its original philanthropic endeavors to cultivate an authority on academia, economics, security and cryptozoological containment. Following the Blood War, the Desolate Conclave ceased covert operations in favor of legal dominion over territories the organization already de facto managed. Rechristened the Tirisfallen Democratic Commissariat during the Black Empire invasion, TDC operates as a Horde aligned but semi-autonomous governmental entity throughout Azeroth and beyond.

The Graveguard, designated Guardsmen Units, are graduates of the Tirisfallen Onslaught Academy. The term “guardsmen” has been in use unofficially in a military context since 22ADP. There have been Forsaken companies called Guardsman since the Forsaken Revolution (see; The Deathguard, chapter 17, page 223).

The Tirisfallen Graveguard can trace their roots to four of eight Mobile Task Force units raised to assist the Department of Inhuman Services in field operations, and the 501st Deathguard Composite Unit (Provisional) - known as “Creed’s Cutthroats” present for Horde military operations in the northern Kalimdor theater of the Blood War. The Tirisfallen Graveguard differentiates itself from traditional Forsaken Guardsmen units by functioning as both the foreign intelligence and uniformed law enforcement branch of the Commissariat.

The military division’s main functions are conducting special operation missions in maritime, tropical, desert, mountainous, and urban environments. The official mission statement of the military division is to; “fight and win the Commissariat’s wars by providing prompt and sustained dominance across the full spectrum of conflict”.

The law enforcement division have both combat zone and peacetime responsibilities; such as response force operations, convoy and/or personal escort duties, mounted patrol, critical site security and damage control. The official mission statement of the law enforcement division is to; “provide expertise in policing, detainment, and stability”.

The intelligence division is tasked with acquiring, processing and analyzing national security information from around the world, as well as capturing or, if necessary, eliminating high value targets and gathering intelligence behind enemy lines for future military actions. The official mission statement of the intelligence division is to; “know more than the enemy”.

The oldest branch of the Commissariat,
the Bureau of Diplomacy and Statecraft can trace it’s origins to the immediate aftermath of the Battle of Lordaeron and is considered the catalyst for TDC’s multi-ethnic organization.

The speed of the Alliance’s invasion, coupled with indiscriminate attacks on civilians by SI:7 saboteurs, and subsequent Blight detonation in the city led to a shortage of documentation and resources coupled with a profusion of refugees. The abundance of processing requests and the weight of humanitarian needs demanded a call for outside assistance which droves of Orgrimmarian, Darkspear, Kezani, and Sin’Dorei volunteers answered. Many of whom became and remained vital actors within the BDS, and TDC as a whole.

The BDS is the gubernatorial executive office of TDC that is broadly responsible for the managenent of the Commissariat’s lands, resources, programs, domestic concerns and international relations. Focused into three specialized adjuncts, the BDS is regarded as the Commissariat’s softer public persona, overseering social services, peace talks and celebrations.

The Adjunct Academia is composed of nine principal scholarly disciplines - one for each arcane school (save for necromancy which is handled by the Department of Inhuman Services) and the study of history and language. Research and instruction for all fields is typically handled by the BDS operated Iceshard University.

The Adjunct Administratum, often humorously referred to as ‘Adjunct Everything Else’, supervises the management of capital and natural resources, census data gathering, tax collection and the operation of benefits programs. It’s control over budgeting makes the Administratum one of the more internally feared aspects of the Commissariat.

The Adjunct Artibus coordinates and provides support for the Commissariat’s civilian international activities, official foreign visits, and other diplomatic efforts. Additionally the Artibus holds celebrations and endeavors to keep the public informed about the Commissariat’s tireless work on the betterment of Azeroth.
