Rogues able to Shadowstep while CC'd?

I’ve had multiple rogues shadowstep onto me while in a Entangling Roots or Frost Nova.
Is this intended?

its intended, i played a rogue in tbc, u can step while snared you just can’t move afterwards, the snare moves with you, same works with imp hamstring
