Does anyone else have an issue with the Dispatch ability under the Outlaw Spec. I have the heirloom Balanced Heartseeker and the ability does not work. It says in red "Requires One-handed Melee Weapon." I have reported this using the in game bug reporter. I thought I would put it here too.

I have the same issue on my outlaw rogue. Dispatch claims it "requires a one handed melee weapon" however it doesn't count daggers. You have to equip a sword etc. in the main hand to use this primary finishing move...

I have the same issue with 2x Blades of Serration.
Yep came here just to check on that. Decided to try leveling my rogue for a bit only to find out that my dispatch isn't working correctly.

So it's a Dagger issue then? I have a dagger in one hand and a fist weapon in the other. When I get a chance, I'll try reversing them and seeing if I can use it then. See you all in about an hour with the results.
I can confirm that this is only an issue with Daggers. I switched weapon hands so my fist weapon was in the main hand and the ability worked as intended. If you are using a dagger in the main hand, switch it out whenever you can!
Glad to hear others are having the same issue. This is a pretty major bug if your main is a Rogue.
WOW..... I just logged on to level my Nightborne rogue, and I found out about this the hard way when I joined an instance.
The daggers my rogue has are the ones he has had since he was created!!

They re-categorized three levels of melee. This is a new feature not a bug. I don't think they care. I know we have to go through growing pains but seriously... You get into a character play style and blam a main ability is disabled with no sub?
You really can't play it now, that extra slash is needed. Solo'ing is out, I don't want to say useless on a team, but the value just dropped significantly.
Start over and relearn a different style of play. Or come to terms with what we probably already know. Rogue is dead.

I probably should say dead, but you do have to conform to their style of play. All the weapons I would have used as you fight through the levels, I sold. lol (sad face)

So Outlaw Rogue seems to be using one handed swords while the Assassination and Subtlety Rogues use daggers. Not a bug, just misinformation. Hope this helps :)
If the problem is that Dispatch can't use daggers then the tooltip and error message both need to state that clearly and prominently - having a dagger not be part of the 'one-handed melee' weapon group is deeply counterintuitive.
We should not need to go to a website to find out why a core ability is not working, or how to fix it.

So okay, people say they have changed it so that daggers are their own category and not one hand weapons... but my daggers still say one-hand on them.
