A police force is part of the community and should treat them and be treated as such.

Cops have about 270 million contact with civilians each year. This results in about 1000 deaths. 3-4 are blatantly bad. Problem doesn’t sound so “massive” to me.
You’d rather a city burn down to the ground than a notoriously crooked police department get cleaned up?
