One other thing to do. Go look up your best in slot gear list. There are always 2 pieces on it for every class and spec that are crafted. Get your sparks and get those made. Even without the bonus enchanted crests they are 645 iLevel. And you can always get them upgraded later.
You are indeed correct that normal dungeons serve no purpose at level 80, and should probably have the queue removed for level 80s.
Re-name/repurpose dungeons to be
Leveling (10-79), old normal
Max Level (80), old heroic
Mythic
Mythic+
I was here before Day 1 of the Expansion. I was here on Early Access. I was able to climb to Heroic from Normal just doing all dungeons back then. And when I reached the ilevel of Heroic, Blizz changed it where Normal loot drops are lower ilevel than Heroics. They made the change while people were still leveling. Early Access players were at Max level when Blizz made the change.
I don’t know their reasoning. Maybe becoz there’s a lot of people like me who skips Campaign/Quests. But later I struggled with my gameplay as I realized that I need to finish the Campaign so I could unlock World Quests that gives decent rewards.
With this, I recommend you to finish the Campaign first. There is a player in the forums who entirely skipped the Campaign and went straight to Raiding. He had a lot of problems as he cant see World Quest as he had not unlocked them. It’s like Mandatory for people to complete the Campaign first so you wont have problems. And besides, World Quests carry a lot of rewards… the only way to get into Heroics if you don’t want to buy AH items.
It’s literally only a problem because people complained that the gap between Heroic and Mythic gear was too high, so Blizzard increased the ilvl of the drops from Heroic and bumped the requirement to enter up proportionally, creating a pointless gap between Normal and Heroic that actively prevents people from queueing, unlike the original gap to Mythic which never had a queue to begin with and therefore was less impactful.
Blizzard kneejerked and created this gap.
Without the gap, Normal is still relevant as a stable stepping stone piece of content for new 80s. One that would still be optional and veteran players would largely skip over, but one that has a place nonetheless.
Just get rid of the gap. It’s insane that they MADE it post-launch and just left it that way.
