It should just be 24 hours now, but yea my guess is that it was the account status that was getting in the way.
Looks like the OP has access to the guild bank now 
So this is good info to keep in mind if we see other posts like this in the future!

Hi everyone!!! I was able to access the vault late last night, i went to my account status and my Upgrade or membership was pending, even though i was on and playing, once it said completed I had full access, I found out I was on trial still when I tried to send my alt mail lol, thank you everyone for being so kind and helping out, I miss the community.

Thank you so much for the update! Social features are indeed restricted until the bank actually gives the money to Blizz. Basic play and leveling is instantly unlocked.
The update really helps anyone who searches for this so it is much appreciated.
