Returned to play Cata but realm only has 30 players

I just noticed my realm is locked. How do I get moved to another realm. At fist I didn’t know what locked meant and now I have read about this is a few places. I still can’t find a way to get this free transfer. Anyone that has done this who can help?

When you’re logged into the server at the character select screen there’s a Shop button at the bottom left > Services > Free Character Transfer > Buy Now > Select the character and server (make sure it’s a good one for your faction, Pagle or Atiesh is good for ally PVE) > Continue

Then wait for the transfer to process.
