The thing is, Blizzard made it so potential upgrades are included, like better stats or effects. The catch is at a certain point, the raw stats overcome the more ideal ones but that is not taken into account.

I’ve seen transmog roll done but it is rare. Not easy to get entire raid with no nonsense players or doesn’t need upgrade.

A lot of it might be due to things like keeping agil swords/maces/polearms/etc from being needed on by strength classes because they, technically, can equip such (and by extension use the look) and get them over agil classes.

They can also equip cloth armour but they can’t roll need on it it’s all determined by Primary Stat with the exception of Rings and Necks which have no Primary stats.

In the case of the weapons, they can roll Tmog on it if it is a weapon modal/type they can use, in the case of the Armor they can’t even roll mog on that unless it matches their armor type or is a cosmetic item.
