That’s not quite the case though.
We can’t always equate being allowed to, or having the ability to do something, with morally or ethically correct actions. God didn’t create humans invincible and allowed us the capacity to kill each other. That doesn’t make killing the morally or ethically correct action to take, however.
Before anyone chimes in with the “hOw aRE yOu eQUaTiNG loOt rOllS wItH mURDeR!? LoOOoOOoOL” this is called “an analogy” and is often used to compare two things that have something in common. I am NOT saying rolling Need on a Transmog is as bad as murder, or even really comparing them at all beyond that they are two actions.
So it’s true they did hone the rolls a bit, but made them more restrictive and striated them out into a few different levels (Main/Offspec). In order to resolve this issue, though, it’s going to take a lot more in terms of restrictions to “get it right” without unfairly locking some people out of what would actually be an upgrade. So I would say the complexity of the issue (and the fix) definitely has ramifications in terms what they would or would not implement. But, I do see what you are saying there, and they could have clarified it a bit more, at the least. I’m also certain they don’t want to have to step in every time someone rolls Need on a Transmog or whatnot, as they don’t have the support to police all of that.
I’m going to guess it came down to “how many people are going to complain about this” or more importantly “how many people are going to take up Customer Support’s time for these issues”. Because that’s what actually costs them money. If people were to leave because of the Need issue, we’d probably see more movement from Blizzard.
