Restoring a Character on a Locked Realm

Darth is correct. Character creation on locked realms includes undeleting characters.

Character Creation Restrictions

A fairly straightforward solution is to prevent you from creating a character on a realm (unless you already have one there) or to prevent Paid Character Transfers to high population realms.

Since you do not have any other characters on Earthfury, you cannot created/undelete a character there.
