I think its a really bad idea to tolerate this
Time is money, friend. Although it could fall under cross-realm/lfg advertising which is a bit of a nono, the practice itself isn’t inherently problematic and obviously people can charge for anything.
Like I can charge 150k to come to my +10. Doesn’t mean anybody gonna pay me.

I’ve gotten my 12 resilient, two away from 13’s I’m assuming it’s for higher level keys cuz I haven’t seen that in group finder before and I spam a lot of keys at that range.
I like resil takes the pressure off of ripping keys if it falls apart and takes pressure off of putting together the perfect group.
is this a thing that actually happens often?
Just don’t pay, join group and say yeah yeah I will pay quick bio, take 20 mins to poop while they fill it, don’t pay, leave

If I’m tipping you to get into a key I expect to be carried
as long as they’re within the TOS they’re free to ask for gold to run their key 
if they’re posting something like “My Key Your Tip” in LFG that’s likely against the rules and should be reported. if they’re doing it in the services channel, it’s probably ok.
In services chat that would be fine, they’re in LFG unfortunately
