Its in the Blue post which gives each player their correct time based on the computers time zone.

Pretty sure it will be open right up until launch. You can create your character, but just won’t be able to enter the world until launch.

So far theyre all still grey to me, but I havnt logged off.

Based on past experience when realms have been offline - you need to exit out and relogin in for an updated view.

Only one PvP realm on Oceanic is really not a good idea. I have a number of friends who keep getting their realm autoshunted to US realms instead of Arugal when trying to create their characters.
