a pvp specific stat is only a single option. pvp set bonuses, and ilvl scaling are other options.
pvp scaling itself also has multiple options. they can lower the gap, create a floor or ceiling, or just scale everyone to the same ilvl entirely.
ilvl power growth isn’t needed in pvp as player power is a result of their skill and understanding of the game. the proof of this is that powerful players also tend to be powerful on alts, even classes they dont main, its not the gear.

If only they would stop trying to make gear work equally for both PVP and PVE.
Seems silly that we are back here after two successively worse expansions for PVP, when it was doing so well before legion.
I liked resilience and pvp power, especially out in the world. those stats made the difference in a pvp vs a pve player. was especially fun when the higher il pve geared players tried ganking me in open world wearing full resil gear back in cata wod days. but now to have the best pvp gear you do pve. kinda dumb. I like the separation & not just 2 sets with diff enchants or sockets
It really doesn’t broaden the pvp audience though. It makes you have to go grind out pve content that a pvp player does not want to take part in. Personally I preferred when the system was doing pvp to gain pvp gear, I could progress my character without ever having to take part in pve content I did not want to take part in.

Where does it say this?
Scaling will allow Jabronis in PVP Blues to scale up more moderately to the Rated PVP Titans. Small example.
Low end meets high end, with a compromise.

I wonder how it will turn out. I loved the simple ilvl boost on WoD PvP gear as it was on the tooltip and was easy to tell what made your character stronger.
Seems odd to have to get someone else to wail on with varying ilvl gear to see what improves your character the most.
PVP scaling is fundamentally bad for the game due to the fact that it negates all of the work you put into your character. I was on my DK two nights ago fighting a druid who was far beneath me in gear and somehow they were doing more damage to me than I was of them. I was so bewildered, I looked at their gear and they were a solid one-hundred item levels beneath me. Scaling made it to where THEY had the edge with a fresh 120 and here I am with a character at 472 getting stomped. It’s a system abused and it should not be in the game.

It’s said through the way you have to gear for pvp. As it is now there’s no way to keep up in item level through pvp only compared to the players that grind out mythics. All that scaling does is make you die slower but still do no damage, I’d rather have a system (like they used to which made more sense) where you pvp get currency, buy gear and that’s it. No scaling needed, hell back in the day you could gear up in about a days worth of pvping with at least a decent set of honor gear without a messy scaling system. This new system is just terrible

adding a simple little stat for pvp gear that only works in pvp like resilience would make everything ok. and it doesnt have to be sick like stacking full resilience gems in full res gear lol i mean like just a small advantage for those with full pvp sets
