If you believe you have encountered a bug, you will want to post in the Bug forum or via the in game interface, unfortunately there are no GM’s here nor do GM’s bugs. Additionally the Blues here liaisons to the Devs.
Edit to add you can try a UI reset as well to see if that clears the issue.
Just out of curiosity - what ticket path did you guys use for the ticket in question? That could have some part to play in the response you received.
Also - how long have you guys been trying to remove this player? Just today or did it start before weekly reset?
To submit a ticket for Guild Interfaces, it would need to be submitted HERE.
To clarify why here, guilds are run by the Guild Interface system. Yes, it does not mention guilds in the “Chat or Other Interface Issues”, but historically - this is where people are sent to submit issues with their guilds that are not just a single person having the issue.
Please be sure to lay out everything you and others you have tried. A bit of warning, if you’ve only been trying today or since the weekly reset? You may be asked to wait until next weeks to see if it will clear up on it’s own. Oftentimes when there is a hiccup such as this, it will clear up with a fresh reboot of the servers. If this has been going on since before the weekly reset, be sure to include that in your ticket as well.
NOW! Just to forestall this. You may get a quick initial response that offers suggestions for players to try themselves. This is a TEMPLATED letter, and it’s not meant to be insulting or anything of the sort. If the issue is one a player can resolve, why should they have to sit through the ticket queue when they could possibly deal with it on their own and move on with their gaming? But since you’ve hit the wall of what you and your guildmates could do - you will hit the button on the response to the tune of “I still need help.” That will kick it up for a GM to work on directly.
Also, please be advised that ticket times are a bit inflated right now between TBCC’s release and all of the Midnight Pre-Patch.

And just going to drop this article here. From your OP, you’ve run the gamut of things to try, but this is just something Support has up for reference’s sake.
Copy that thank you so much. We just attempted to kick this user as of last night due to some toxicity reports. And we used the in-game support ticketing, using UI/Bug as well as Technical in-game issue. Was not sure of the best path. I do see several other posts under bugs with a similar issue.
Prawfet, we’ve been looking into this. Some of these seem to be housing related, i.e., the person in question that can’t be kick - or leave, has a guild plot. We are also looking into part of this may be a bug.
Have you checked that, and can the owner, or a neighborhood manager kick them from the guild housing area. Then try to remove them.
If that does NOT work, or you are unable to kick them from the guild housing area, please do let us know.
I would also like to know this as we had the same issue last night and I also couldn’t find an option to remove the plot. I checked the board and talked to the lady next to it and neither had any options.
I was curious about the Guild plot issue, so I did a quick search and got answers pointing back to forum posts here.
I don’t think it is possible, yet. Maybe something in the works?
Some of the results seemed to suggest that removing the person from the Guild removed them from the Guild plot, but, that is apparently not happening and so maybe that is what Blizz is looking at?

experiencing this now too. really bad bug blizz and needs to be fixed immediately. we now have some dude in guild who is harassing our members with impunity while the only thing we can do is say “just ignore him until blizz fixes it”, but how long will that be?
they currently don’t have a plot in the neighborhood but the board says they do.
Make sure to find a post about this in Bugs/housing and add to those to let Blizz know of the situations happening. You can also do it in game: Game Menu>Support>Submit Feedback. But you have to be more succinct there.
Having a similar issue here. I cannot leave my guild, either via /gquit or right clicking guild in community pane and choosing leave guild, and the officers / GM cannot remove me.
I thought it was housing related as i’ve seen similar posts where that resolved it, but I moved my house to public neighborhood, and I still can’t leave guild.
I had a user breaking Blizzard TOS and lashing out at members with trigger warning content. Was unable to kick them from the guild. Instead we sat awkwardly as they lashed out towards people with no means to do anything and it sucked.
Solution (for Guild Neighborhood) The only solution that ultimately worked was.
The member became upset about being trapped, wanted to leave but couldn’t. They asked for advice, I told them to try relinquishing their guild home and then try leaving. I was then able to kick them from the guild.
Remarks: As a guild officers/GM have no ability to evict people, which is massive oversight and would’ve potentially solved this issue. This should at minimum be enabled until solution can be found.
There is also issues I faced with Charter Neighborhood system (specifically noted with Horde Plots and Alliance Players “while having my ally guild neighborhood”, though its relevance is uncertain):
Kicking Bug: A player cannot be kicked if they have changed the character associated with their house. They must revert back to the original owner character for the eviction to succeed.
Founder Permission Break: If a founder changes their character name on the house, it completely breaks the permission system. The founder must select their original character or they become unable to be kicked, demoted, set as founder, or invite new people etc…
Managers who change housing character become unable to invite/evict people.
Transferring Guild Neighborhood Ownership: Due to these bugs, the only reliable way to transfer guild neighborhood ownership while retaining permissions is a complex process:
The founder sets their home back to the original character.
They promote some trusted person to the owner.
The new owner demotes and then evicts the old founder (important).
The founder rejoins and rebuilds their plot again.
The trusted person repromotes them back to the founder.
TLDR: There should be eviction tools for BOTH guilds and charters. As currently guilds can’t evict and charters can “sometimes” evict depending on the player’s setup.
