i need to pay a VPN account in order to play/connect after the recent maintenance
it seems blizzard is blocking connections from other countries.
you can deduct $9.99 dollar from my next subscription payment.

Posting here will not get you a refund. Nor will you likely get one due to server or internet issues.
Blizzard doesn’t control or own the internet and that’s why you already agreed, when you started your account, that there would be occasional down time.

The VPN option is community suggested (possible) solution to a recent connectivity issue. It’s not something Bliz instituted.
And as Beguilos provided, Bliz is investigating/collecting info from affected players.

Internet issue, sure but the server worked fine before the maintenance and people trace logs turn point to blizzard internal networks.
If you want to be a rocket scientist i suggest you go work for JPL/NASA, this however is simple math 1+1=2
If it’s a known issue, then it’s not intended and they’re working on fixing it.

Which maintenance?
You may be misinterpretting the test results. The VPN option is working for many players. If it was Bliz, the path to them (direct or VPN) wouldn’t make a difference; no path would work. However, because the VPN’s rerouting of the connection is allowing normal play, Bliz’s end must be working.
Not sure that was as clever as intended in light of the details that the VPN option has been providing.
