I logged in today and went to do RBGs, but my rating shows up as 0 for everyone else, I have rival gear equipped but I cannot upgrade any other pvp pieces.

I am having the same issue. Went from 2070 to 2086 at the end game scoreboard, and it returned to 2070 after I left the game.
Won the next game and it went from 2070 to 2088, and it dropped back to 2070 immediately after leaving the game again.
Have you filed a Bug Report?
I did that first thing, I just want to be able to upgrade my items.
