Half the number of rounds in shuffle or even have single round shuffles. This will increase the queue timers by over 100% and allow you to get more dynamic matches instead of getting curb stomped by the same person for 15 minutes.
Remove spec limitations. This was never a thing until Shuffle. Who cares if you face mirrors. You face mirrors in 3s anyways as everyone plays the op comps.
Increase incentives to play shuffle. i.e. Conquest per win, scaling rewards based on length of match. (healers get more if the round goes on longer, dps get more if its a short round).
Allow us to convert honor in a 10-1 ratio to conquest OR allow us to buy 1000 honor tokens to give to alts. (more alts playing = more players).
Introduce rated 2s/3s solo/duo queue. Autofilling the remaining slots based on criteria given by the party lead.
Double the conquest & Honor earned for characters under 80% full honor/conquest gear i.e. Any character with majority greens.
Remove honor cap, allow for conversions for items (like Sparks, max rank crafting materials, like in legion with Blood of Sargeras, maybe black-market style items, Storm-Charged Manipulators, etc.)
15% - Arena /45%-RBGs chance to give box drops containing materials, marks of Honor, and 1% chance for rare mounts pertaining to pvp/the specific BG (think a special horse for Artathi Basin, an arcane elemental for Eye of the storm, or a neon green slime for Ruins of lordaeron).
I think that would only make 3v3 shuffle queues longer. As is, there really is too much competing PvP content.
Maybe make regular BGs more meaningful? I know Blizzard a decade ago said they never wanted BG grinds to exist again, but I think they need something in between.

Would be nice if there were more rewards, though unique rewards alone would spur participation.
Even with Ret paladin being op, you maybe will get 1-2 each shuffle as is. Given the 10.1 changes, other classes will be about on par with rets. No DPS is really D tier except arcane and Outlaw rogue.
Literally all of my propositions are boiled down from the cries of the player base for the last 13 years.
People want more unique rewards for playing pvp.
Honor cap was always a dog water thing.
improving the shuffle queues and limits makes the game go faster, not everyone can sit at their computer for 30 minutes just to play 1 match.
Increasing incentives to play and easing alts has literally been the warcry for most players since Legion.
2s/3s solo queue to auto fill your group is just a better LFG system.
RBGs solo queue is just normal BGs with extra conquest.
Added materials to the boxes you get allows players to make gold off of pvping. Normal Arenas pop queues every 30-60 seconds for normal MMRs.
Doubling conquest and honor for low item level players removed gearing as a barrier to entry for poor/first time characters and is literally a better catchup mechanic with its own balancing act of forcing you to ether play with a disadvantage against fully geared players, or play with full gear.
Well, my issue is that with the current system actually rewards diversity. If they remove that, queue times might get quicker in the short run, but the quality of play will go down.
After rets got buffed, I stopped doing shuffle almost entirely. It’s not fun to face overpowered classes over and over. I’d rather the game encourage players to try something else with the reward of a faster queue time.
Just for an example… Here are the last queues I have had on my enhance shaman. One of the very last games… bm, ret, arms. Nearly every match has at least one, two, or even three of the top specs currently. BM, Ret, Demo, and Arms.
While I still can get some wins even in these matchups, lots of 5-1 wins come from lobbies with a more diverse or less common specs. If I had to face ret over and over and over… I’d just find something else todo or quit all together.
Getting lots of BM, MM, Demo pairs. It’s awful to play against. Being nearly perma slowed the entire game and being kited is boring. I manage to pull out wins here and there NOT because I’m so great, but because lots of the dps are honestly just bad. BM hunters that are 2.4 and NEVER go for traps. Rets paladins that are 2.4 and NEVER use bop or freedom or even toss you a single heal. Demo locks that ONLY use fear as an offensive tool to get kills and never fear the healer or off target. Arms warriors that NEVER use stormbolt to help setup CC, even if asked todo so.
But it’s healers. So you can’t really count that. =/
Sure, stacking a dps and healy shaman isn’t fun for some specs, but the game sees heals and dps different. I don’t entirely agree with this, but I’m less concerned with seeing extra class stacking as long as the spec is different in respect to heals and dps.
So a resto sham + enhance isn’t the same as MM + BM.
This ideas are counterintuitive besides the honor cap.
Want to increase shuffle activity? Make healing fun, strive to as closely balance healers as possible while each providing their individual niche and offer a big enough incentive for them to queue.
I think that healers have been the most adversely impacted by the chaotic pendulum of class balancing.
