As title says, my undead rogue is Neutral rep with Orgrimmar and he is unable to receive the Rallying Cry buff. I believe the reputation is the issue. This is happening on Herod realm with the recent layer buff update.
Is this a bug or intentional?

they need to make rend a faction specific - reputation specific buff - as it currently stands Alliance get to use rend buff while horde can’t even utilize any advantage that alliance have. Please fix.

It is against the bug report section policy to bump your own threads, please do not do that.
The Rend buff was well documented inside Vanilla raiding guides dating back to 2005 in fact there is one posted on Elitist Jerks which can be found in their archive. Numerous guilds get it from having a level 60 horde priest on a second account or a low level toon with engi helms. There is no real reason to prevent it except you do not like it.
It was the way it was then, it is that way now.
