RAF only works on accounts that are less than 30 day old from sign up creation.
But to answer the first part of your question, you’ll recieve your rewards 8days to the second that the time is added to the account in question.

He was already my recruit in september 2018, we could summon each other and all that stuff… Now we lost these benefits but I can still get the mount right?
If he didn’t apply the time during the 90 days from the Raf attachment, then you can’t get them from that anymore. You’d have to do a new Raf attachment with a new account with your vet account to recieve anything.
Yes, you can definitely still get the rewards if he adds game time to the account that was linked assuming he never did previously.

That’s actually never been one of the requirements. The recruit doesn’t have to add game time during the 90 link. The accounts are still linked beyond that and if the recruit adds game time, the out of game rewards (game time and mount/pet option) will still kick in.

Ok, another question… Did we also lost that level donate stuff with the 90 day period ending?
Once the 90 days is over, any unused grantable levels are also lost. Those need to be applied prior to the 90 day limit being hit.
