She created an account, but afterwards it comes up with that error.

I would remove the link from the forums.
Try and submit a ticket, under purchase failure if I remember correctly.
EDIT: I retract my comment, because Forumcat linked to a post to confirm it is a problem.

Dear Christopher, First, I’m sorry to hear that you’re experiencing this in the game. I can imagine how it must feel to encounter a challenge that prevents you from fully enjoying your gaming experience.
From my investigation, Only accounts created within the last 7 days, or accounts that have been inactive (without paid game time) for 24 months or more, are eligible to be recruited. There is a 7-day grace period for previously inactive accounts to be recruited after game time is added. Accounts that were created more than 7 days ago, but have never had game time, are not eligible to be recruited.
The Recruit A Friend interface is located in the Friends List (default hotkey O). The interface shows an overview of current recruits and rewards, and allows the use of the Recruitment button. The button creates a recruitment link that, when provided to potential recruits, allows two eligible accounts to be linked together.
This feature requires game time on your account and can only be used in modern WoW. If you have game time, but still can’t see the tab, reset your user interface.
There may be additional restrictions when inviting players from a different country, especially if their Battle.net account has a different currency assigned.

There isn’t anything that CS can do here, Zrrm. They do not have the ability to link accounts.
As I mentioned in the thread that Forumcat linked, the issue has been reported and it is being looked into. I’m afraid I don’t have any other info at the moment. As soon as I do I will update that thread.
