Level Granting.
For every two levels your recruit gains while the accounts are linked, they can grant one level to one of your characters. Your friend must log in to the character with grantable levels, right-click on your character's portrait, and select Grant A Level. The Grant A Level menu item will only appear when:
The characters are in a party on the same realm and faction.
The characters are within 100 yards of each other.
The character granting the level is higher level than the character receiving the level.
The character receiving the level is level 89 or lower.
The character receiving the level has not disabled experience gain.
Only levels earned through normal gameplay count for grantable levels. Levels earned through Character Boost do not apply.
Note: Unclaimed levels are not moved during a character copy or transfer. Be sure to use them before you transfer

Is this still the case? I would think it would be higher since max level is 120. Also, on the subject of RaF: What is the maximum level for receiving the exp boost?
This is still the case, for as long as the rewards are still available. I believe the maximum level is also 89 for the experience boost.

Really unfortunate that Blizz seems to not care about RaF anymore (especially considering they’re getting rid of it). Limiting those features to 89 when max level is 120 is pretty absurd.
It’s currently closed for reworking, actually, since they do want to fix it up.
Hopefully they introduce something of similar value. The cynic in me assumes that the main reason behind them nerfing the xp boost in the first place is so that the 110 character boost was more enticing to players.
The reality of it is that there are veterans of the game that may be returning on a new account or starting on a new server and want to level quickly since it’s 120 levels you have to go through, but since there have been changes to the game they don’t feel comfortable enough to just start at 110. Being able to level much more quickly (like you could in the past) with RaF was really great for both returning players on a new account or even just players who pick things up quickly. I get that they miss content when you level fast but many people hate the grind of leveling and only care about end-game content.
I know they can’t please everyone but I can’t help but feel that the reasoning behind the nerf to xp boost and then the ‘hiatus’ of RaF is driven by wanting players to buy the character boosts. If Blizzard cared about new players getting to experience the leveling content then they wouldn’t be handing every new account with BFA a 110 boost to take advantage of. That is far more detrimental to new players than just leveling more quickly.

If you’d like a place to vent those opinions, General Discussion would be the right part of the forums. As it stands, though, the system was pretty complicated and vastly out of date - back in those days the level cap WAS 90.
Certainly inconvenient for the moment, but it did need an overhaul. Hopefully the new RAF has features you enjoy when it arrives.
You misread the announcement. They are removing the current RAF in preparation for the release of a new RAF.
