Hopefully I am post this in the right forum (I posted about this in the general forum but other players didn’t seem to know either)
I just race changed to High Mountain Tauren because I really wanted to take advantage of the “Waste Not, Want Not” racial passive (gotta farm them meats). And I just want to make sure I am understanding the ability correctly and that its working as intended.

I started with some fishing in shadowlands. After about 700 catches the passive proc’d 59 times so about 8.3% which was awesome!

I then started to farm up meats (focusing on Tenebrous Ribs and Phantasmal Haunches). I farmed up a good 150 meats (was around 500 kills or so) and the racial did not proc once. (its super easy to tell if it does proc since a raid loot window pops up and the “you receive loot: meat” text turns into “you receive item: meat”.

I then went to BFA and farmed up a combined 100 of paleo steaks and meaty haunches (around 300 kills or so) and the racial again did not proc a single time.

I then went to Legion and farmed up a combined 190ish Lean Shanks and Big Gamy Ribs (about 350 kills, but only about 100 of those had meat on them) this time the racial DID proc 3 times. So about a 3% proc rate (Sorry this sample size is so much lower)
So I guess what I am wondering is if the racial can proc from Shadowlands beasts/meat and is the proc rate supposed to be so much different than the proc rate from fish? The skill description doesn’t give much info (and I couldn’t find much about it on the interwebs either). I don’t think I would have made the race switch to High Mountain if the racial passive is currently working as intended and my experience wasn’t just a super unlucky one.
