I stopped playing a certain toon in Shadowlands and he has all Shadowlands and BFA reps maxed… but is lvl 60. If I use a 70 boost on him, will he lose any rep and/or gain the Dragonflight reps to 20?
You will not lose any rep. You will gain renown with the Dragonflight factons, depending on which one is how much you get. This article shows you what you’ll get on the character.

A boost shouldn’t cause the character to lose anything. As Jesysca mentioned they’ll just gain from the boost.
