Question about Level Requirements for creating a Demon Hunter in Shadowlands

AFAIK you could not create a new DH on a server unless you already had a toon on that same server that was at least level (90 I think it was?).

Question:
Now that Shadowlands is releasing which also includes a new level squish, is this restriction being removed?

Context:
I do happen to meet the level requirement but on a different server where most of my characters exist. However, for this expansion, I’m changing servers since my playgroup has moved. And I’d like to kickoff this expansion by starting a DH. But since it’s a fresh-server [for me] i’m worried I cannot. I know - as a work-around - I could create my new DH on the server with all my other higher-level characters, but then I’d need to pay for a paid-realm-transfer to move him to my new server where I’ll be playing for Shadowlands (which just seems silly). I’m ok with needing to have a level-90-equivalent-post-level-squish character somewhere on a retail server, but requiring it on EVERY server where I may be starting fresh [for that server] seems excessive? (or am I missing some exploit somewhere that this rule is made to manage)

The majority of restrictions have been removed from making a Demon Hunter. As I understand it, as long as you have created another character on the account you’ll be able to make one.

The realm restriction of only having one per realm is removed with this patch. Demon Hunters will start at level 8 in their starter zone.

By the sounds of it - I should be all set then. Very excited to start causing Havoc and Vengeance in The Shadowlands…

FWIW when I logged in I got a message saying that I needed a level 10 character [first] before creating a DH.
Not a huge deal, just reporting back that this was my experience. So I just made a warrior, leveled to 10 and made the DH.
