Does the gear update option count as a boost that stops the ability to obtain your heritage armor quests at 50?
It does not.
There was a bug when those were originally introduced that did disqualify characters for the Heritage Armor because it used some of the same systems. That was fixed quickly to stop it from continuing to happen. It took a bit longer to “heal up” those who were impacted, but it should no longer be an issue.
