I have a friend who has been silenced. She’s noticed that she can chat with anyone who’s non-BattleTag friended her, but she tells me that she is unable to respond to anyone on BattleTag. I understand them being silenced to prevent them from causing problems publicly, but it seems like a bug that they are unable to respond on BattleTag? These people are the person’s friends and it seems to me she should be able to respond to them. If this is a bug on their account, I will be happy to give a GM her name.

I don’t believe it’s a bug to be unable to respond via Socials, but they can still interact via Whispers.

If you’re saying that your friend is able to see AND reply to whispers, then that would sound like a bug to me.
Being unable to speak over Battlenet Chat would be expected.
I completely understand that if someone breaks the rules they will be publicly silenced, but it seems a bit extreme to me that silenced people can’t talk to their friends on battletag. Aren’t these people on their battletag because they’re friends, which in turn would mean they would want to be able to chat with the person, even if they’re publicly silenced?
Could I petition that a change be made to silences, that allows them to chat on battletag?

You can make the suggestion over on the GD, but petitions are not really allowed. Or you can use the in-game suggestion tool.
You may think it is unfair, but it’s a punishment for a reason. The silence will fall off in time, and hopefully, it’s a lesson learned not to be doing whatever they were doing. If not, silences double with each offense.
Honestly, it’s supposed to be a punishment for breaking the rules and an encouragement to adhere to the Code of Conduct going forward. I would not expect it to change to be less severe.
As Leilleath indicated though, you can make suggestions to the dev team in a couple of ways.
I agree people who are silenced should be punished. But it just seems extreme to cut them off from contact with their friends over battletag. I’ll put in a suggestion.

Battle Tag is still a part of the product that they were abusing. So it’s not something that should be unexpected.
And let’s be fair. The majority of players are on Discord or some social media platform, so it’s not as they’re totally cut off from civilization. If this friend is likely to go through this again, if you’re not already friends on another platform, it may be something to look into.
