I am having this problem too. Not able to interact with the people.
EDIT: I did not try every NPC but I tried most of them. I could not interact with a single one of them.
how is it after two maintenences this quest is still broken

I’m having this issue now trying to complete all the Waking Shore side quests. Tried dropping the quest a few times and reloading and no changes. Hope they fix this soon
Having the same issue. I just started playing again right after the patch launched and leveled a new toon up and the amount of bugs I have experienced since 10.2.7 is absolutely insane. I leveled in Shadowlands and so many of the quests were bugged similarly to this one. None of these bugs were in the game before.

Confirmed - broken on Ravencrest US. Tried relogging, disabling addons, war mode, non-war mode, relog, etc etc…

Currently having this problem as well.
I logged out for a bit in Valdrakken then flew back to the quest area and I was able to talk to the NPCs again and complete the quest. Not sure why it worked that time but it did.
Logged in a few minutes ago, went to the place, things seemed to be working normally. Moon Guard. Although it’s Pandaria Remix day so it’s possible everything’s still broken and I just managed to get in because very few people were interacting with them.
Still bugged. Just tried and was able to get 2. All other NPC’s were giving me the cold shoulder.
edit: I wonder if some of the instances of NPC’s going active while people are waiting is due too the random phasing that seems to go on, and what you phase in to just happens to have them active.
Also, what this reminds me of is the Cataclysm joust quests. Some of the riders go “locked” if you will (especially on the sky if falling stage of it). I hope this doesn’t become the new version of that.

Edit: got up to make a cup of tea after restarting battle.net app, logged back in and was able to interact with the npcs to complete the quest, i dont know if the restart worked, or if it was a quick hotfix, thank you either way

Abandon quest
Fly back to location where you got the quest
Exit everything: the game, battle.net
Log back in
Accept the quest & finish it.
I just had same issue with NPC’s not responding. I hearthed to Valdrakken, abandoned the quest and then came back . Accepted the quest and all NPC’s worked.
Guys, I had the same bug and I followed Seaurchin’s step and it worked for me.
I am a mage so I teleport back to Orgrimmar, abandon the quest, log out both game and battlenet. after 15 minutes then I go back to game, hearthstone back to the camp, fly around, take the quest again, and it’s interactable
i logged into valdrakken and i abandoned the quest, i flew back to the camp and took the quest again and was still not able to interact with the beleaguered explorer npcs, im curious for the folks who were able to get it working, are you using any addons? have you deleted cache or renamed your cache, interface and wtf by adding old to the end? im running addons and have tried all of the above i just wrote, plus did a scan and repair, just curious why its worked for others who have done the exact same steps to try to fix it.
EDIT: did the quest just earlier and was able to get 3/5
