Switched to the alliance and can no longer see the ! for non-campaign quests. I have tried turning off all addons to fix it and no dice. Character name with the issue Ruines on Mal’Ganis.
This likely wouldn’t help, you’ll want to do a full reset.

Thanks but not happening. I am not resetting 10 years’ worth of add-ons for their issue.
Right, but if you read the article, you’re not losing anything. You’re temporarily moving it elsewhere for troubleshooting purposes.
If it proves to not help, then it’s just a matter of moving them back, takes all of ten seconds.

Given this is the first step to troubleshooting display issues, there’s not much anyone can do to help you. And since a new content patch just went live less than 48 hours ago, it’s highly likely (not 100%, but likely) that such display issues are caused by add-ons that haven’t been updated yet.
That’s the whole point. If it’s a display issue due to outdated add-ons, then it’s not their issue. That’s exactly what the full reset will help confirm. They will need to know if the problem persists with a fresh default UI.
If it does persist, then they can move forward and solve the issue. If it doesn’t persist, then there’s nothing they can do except guide you through the next steps of isolating which add-on(s) is causing the issue.

If you have 10 years worth of addons and you have never done a refresh, that can be an issue. It might not have anything to do with this one, but that is a lot of old and outdated files, many of which likely have functionality that isn’t used anymore.
It isn’t a bad idea to at least change the file names temporarily and log in with the default UI. If it doesn’t seem to make a change, switch it back by deleting the new files and removing the -old extensions from your previous ones.
It might also help to understand which quests you are looking for and where you are looking for the markers? Is this above NPC heads? On the main map, on the mini map? Do you have any quest names as a sample?
Are you able to pick up the quest from the NPC even if you do not see them? This may not be a you thing, but a bug, but we definitely need more info.

I was being facetious because we all know to do that first and foremost. Which didn’t resolve the issue. It did magically resolve itself after 24 hours since the faction transfer. Before it was resolved I had to be right near them for it to show up on minimap and even then it was not guaranteed.
Hehe, good to hear. I can’t always tell when someone is joking, so I give the advice anyway. 
So it has cleared up and things are showing up as they normally do? I haven’t seen other such reports, but if there is an issue we definitely want to be sure that our QA team is aware.

I can not see A Dragon in Hand on the map still. A Passed Torch shows on the map but when you go to the guy he does not have a quest to give. Seems to be a issue for others though.
Those quests become available next week.
