I bought the PVP Heirloom Staff the gives +68 resil and +68 hit and it doesn’t seem to give those stats when I equip it. Is this a bug?
Those are the level 80 version stats I believe. Are you using it on an 80? The stats scale down.

Yes i am 80. I bought for my pvp set. The only thing that works is the spell power.
Bumping for interest
The PvP heirlooms are bugged and don’t give secondary stats. I’ve noticed this with the shoulders as well 
Hope they fix it. I want to use the weapon for PvP. The 100 Stam from staff does not apply either.
Really hope they fix this.
