This is currently an issue once again, there’s a nice write up by Kinndyvoker on the WoW Community Council forums from 18 days ago, unfortunately it has been ignored.

Hello again, it’s Kinndyvoker, here to address an ongoing issue the PvP community is facing with stealth MMR caps in certain brackets.
Currently, it appears there’s a hard MMR cap in Solo Shuffle, where even the top players on both NA and EU servers struggle to climb beyond 2250.
Meanwhile, Rated Battleground Blitz has seen players reach as high as 2800 to 2900. Initially, I thought this might be tied to player participation, but that doesn’t seem to be the case.
