It's nice to see Venruki, Dillon and Hansol commenting and encouraging this type of discussion but do you guys foresee any upcoming changes in the near future?
Specially Venruki (supa, etc), that went to Blizzconn, had access to developers, etc. If "high end" PvPers doesn't have any voice (that's my assumption and I sincerely hope I'm very wrong about this), the small (and decreasing) % of PvPers nowadays does not stand a chance.

Yes. Like beautiful mounts and armor sets.
Additionally, you could introduce more toys, QOL items (like Hearthstones, Flight Master whistles, Portable Transmog station, rep tokens, etc.), and even additional emotes, such as they have in other Blizzard PvP games.
Your reward system is suited to people that like to play Barbie - The Dress Up.

even if they buffed arena pvp ilvl it still wont matter i think, pvp gear was the strongest gear you could obtain until 7.2 and it still dont matter back then, its only 0.1% stronger against people that is 1000 rated lower than you (if you also count tf)

I remember when I first got into arena. It was in bc and it was because the gear u got from arena was really relevant in all stages of the game.
Things like having to push 1850 or 2k for weps or shoulders were really cool as you had tiered goals to strive for.
I ended up loving pvp and basically giving up pve for it.
I never would of tried it without the incentives.

What is worrying me here is that. Here is a post that warrants a blue response even if it's "just a well this is the way it is, we are hoping to fix this better in BfA" but if a player like Venruki can't get a response from Blizzard that scares me come BfA Alpha/Beta time.
I can understand the argument for templates in pvp. Perhaps they could add templates as a base stats line for those just starting out or not experienced in any pvp, but allow stat customization through maybe honor point spending for those that are more experienced. Or for those that wish to experiment with different builds. This would be done within certain percentages though. Maybe by class or spec? Up or down 5-7%?
Maybe add a ton more stat change options like mount speed and swim speed. I'm thinking a new tab in the character stats screen that could maybe have gem\enchants\item upgrade slots for your currently equipped gear. These things would only apply when engaged in PVP. Perhaps have stat weights per class or spec, so that a Mage gets more benefit putting points in to Intelligence let's say.
Let vendors sell cosmetic armor, gems, enchant recipes, item upgrades like shield spikes and weapon chains, potions ,flasks ,oils for weapons, mounts, battle standards, BG food and so on. Maybe allow class specific upgrades like mages being able to make a "mana well" for their team that has mana stones for use in combat.
So in this way, there is a floor that is even for entry through a template. You can wear whatever gear you like, but the base template will always apply. However, one can customize this template within so and so amount of percentage points through their own stats...and can further customize gameplay and their own playstyle through items and talents.
Give higher ranked players different spell effects (Purple colored frostbolt for those over 2200?) or allow a 2-5% more adjustment ability to their base template stats. Grant greater defensive rewards to higher ranked players, not offensive ones. Maybe more armor, or spell resistance. Grant higher ranked players different looking gear cosmetics, that is vastly different in look than any other gear. Or has crazy spell effects or a new melee animation.
I think the only real criticism to this would be balancing it. But that's what Blizzard is paid to do. This whole entire RNG Gear\Templates nonsense feels like Blizzards way of trying to make PVP gearing and "balance" an automatic thing. It doesn't feel fun, and rather has a semblance of laziness on the part of the developers where PVP is concerned.
Give us choice back.

they need to really recognize the PVP server popultion, in WOTL and BC it was possible to have nearly decent balance in ARENA/BG/world pvp without resilience on just pve gear why NOT NOW?
I liked the mop system. Conquest cap weekly, get full conquest gear = fully geared = grind over.
Most pvpers care about rating progression over gear progression.
Just add cosmetic rewards at the achieve increments (1550 1750 2k etc) to increase participation.

Templates ruined random bgs. You cant !@#$ on noobs like you used to. Well, you can, but its just long and drawn out. Healers are also broken in random bgs, being basically impossible to kill solo unless they are very, very bad.

I agree with this post. The fact that I can pop over to Argus and out-gear the vast majority of people in Battlegrounds in a weeks time is ridiculous.

Agree big time. Feel like other than titles there is no reason to pvp. Elite xmog is about impossible to get without having your cap over 2k for half the season. Even then the RNG may not let you complete the set. Token a year away. Need better chances for higher gear and just small xmog rewards from prestige would be nice. Just something to get more people to dip their toes in and keep Vet players playing more.

The template can stay. The point is to make the gear you earn with all of your time spent in PvP somewhat valuable in pve content. There's enough ways to gear up in PvE now that you really don't have to worry about people feeling forced to PvP in order to gear a fresh toon any more. People don't pvp because it takes so much longer and is so much harder to get to the point where you get a high enough ilevel reward in comparison to the relative ease of obtaining a higher ilevel reward from puggable pve content.
I.e., it takes minimal effort to do a M+10, Argus world boss, Antorus normal, all of which reward 930+ loot, but you have to get up into rival/duelist range just to get that equivalent reward in a PvP setting. That in and of itself is a huge deterrent for all of those masses of casual PvErs who would otherwise probably participate in some arenas or RBGs. If they just shifted all of the different tiers of PvP rewards up 10-15 ilevels, the rewards would be closer to on-par and there'd at least be some kind of incentive for those players to try out lower level PvP.
What about the incentive for the players to have customization and itemization to progress in the game the way the choose to do? This is one of the reasons for the Low participation in PvP.

Agreed, I don't like PVE and I feel like i'm forced to do PVE because i wont ever have good gear from pvp... Even then.. my ilvl is ok for pve content but the stats on the gear is garbage so.. i'm doing negative dmg. People from pve can pvp with pve gear but pvper can't pve with pvp gear... seems legit. :D I guess we just have to hope for next xpac...

I agree. When I get on Tuesdays I am not excited to go get my cap, even at 2k. I am excited to go grab my item from the weekly mythic+ chest. Unfortunately the last two weeks haven't been upgrades because they RNG rolled to my legendary item slot. So I have had relatively no progression item level wise because I don't want to pve. I am only 943 ILVL. This not only affects my likelihood to be able to get into a key that is worth doing, but in world pvp I get one shot by people with 950+ ilvls. Also, I don't really like to doing 2s, so my 2s rating is low, thus the 915-920 ilvl piece isn't even worth going for. There is no incentive to try 2s or do anything but my current highest rated arena threshhold, which still isn't even worth it. Overall I think they need to buff battlegrounds so people can gear their alts easier. After all, it is the end of the XPAC. We will have this for a year. Might as well install a lot of catch up mechanics to around 950ilvl. They should make bgs drop 915+ at the minimum. They also need to buff rewards for lower and higher rated players. This will cause pvers to come to pvp, just like we have to go to pve to pvp. Just bring a sense of progression back, because it gets boring.
