Well, maybe. One thing I’d like to see them do is change the level bracket structure back to the way they had it back then with it being from 1-0 instead of 0-9.
It sucks getting a new ability only for it to be completely outclassed in BG’s.
nothing to worry over, it’s on a list of fixes for next patch that will just about wrap up all the wacky proc items that have been surfacing in BfA. Blizzard has been surprisingly quick to nip these procs in the butt this expansion. Most, not all

No, it is not.
Being able bypass the level restriction to use incendiary ammo on hunters too low level to enchant it themselves is a valid issue concerning balance, but not a twink only issue. I won’t describe how to do it, but it is very simple and may not be working as intended. I do it all the time when leveling hunters though, because if you don’t you are underpowered against hunters who do. Everyone who knows how to do this does this, not just xp off players, although more of them know how to do this than others.
