Second year since his release and he’s still not dropping.
Make the HH drop a token. Make Arfus cost the same number of tokens as there are days in this event. Do it once a day, you get Arfus. Heck, maybe even make it cost fewer tokens than there are days in the event so people don’t have to log in every day.
If he drops, you get lucky. If not, you can buy him eventually, before being forced to wait another year.
Wish I could give you this dupe I got today. Gonna have to vendor it for 30g. 
Arfus shouldn’t be attached to the Headless Horseman anyway given his namesake.
Should have been a vedor or drop for Wrath TW.
As someone that has Arfus already, make it happ’n, Cap’n! Should do it for the HH mount too (which i got already too). FFXIV has bad luck tokens too that when you get enough you can just purchase with the tokens n it’s neat.
Should do it for all them low drop things tbh.

I got the mount years ago. But it shouldn’t be like that. And saying “well someone else suffered more” shouldn’t be a reason why it can’t be fixed.
You don’t need to own everything in the game. A small incentive to participate in Hallows End is fine.

Well put yourself in their shoes, they farm for years and years, on multiple characters, finally gets it then overnight blizzard makes it possible to get in a day of light farming…

Running hundreds of times, to the point of not having time to actually “play”, is ridiculous. And it’s best I don’t even go into your comment about not needing to own everything in game.
You impose that on yourself though, you’ve only yourself to blame if you don’t have time to play other parts.
all holiday drops should have a vendor alternative so that you have some form of bad luck protection, even if its like 2000 currency
There’s a mount and pet from HH with similar drop rates if you aren’t aware, which people are running for similarly.

Having every rare event item on a vendor is a short sighted bandaid.
Its boring and lazy. Both on the part of the Development of the game and the acquisition on the players end.
There could definitely be some form of bad luck protection that would make the Quality of Life of this game much more palatable.

It’s funny to get Arfus in Wrath Classic you had to do a Gamma dungeon achievement. I have him there I want him in retail but no luck getting him where I want him.
Just because someone wants one thing doesn’t mean they want everything in game. There is a lot I don’t have and don’t care about. But I want this one thing and there is nothing wrong with that. There is nothing wrong with people wanting specific things.
There is no reason to be rude and uncaring.
Asking to reconfigure the reward structures of the game to attain something is different from simply wanting it. I was arguing against the former, not the latter strawman. Yes, I totally think it’s wrong to simply want something
