I have a genuine question.
I started playing again today with a level 77 character, who hasn’t played for a while.
This might be a silly question, but I can’t use LFG for half an hour now, and I’m not understanding if, even though I was kicked out and didn’t desert the dungeon, I should receive this kind of punishment? Is the system designed to be this way?

As I said, it was a genuine question. In a game where time literally costs you money, this kind of solution seems a bit “unfair” to me. If it had been something that happened repeatedly, but it was just a wipe. Anyway, I’ll go back to leveling up through missions for now.
It used to be the way you are thinking it should be - leave=debuff, kicked=no debuff. The problem was that some people would get a dungeon they didn’t like, and refuse to run it, to get the rest of the party to kick them, so they could get out without the debuff. Usually tanks, since you typically can’t do the dungeon without one. So the policy was changed to what we have now.
What some jerky players do is get to the boss, initiate a vote kick on an unsuspecting sap, pull the boss, then vote during the fight. The poor sucker helps kill the boss and then immediately gets booted, misses out on their chance for loot, AND gets the 30 minute debuff. It’s just the unfortunate nature of how they’ve set up the system. But as you said, it’s really the only way to avoid one player ruining the experience of 4 others.
