I just don’t get it, it’s like if instead of a level 60 talent row, you had to manually go back to Outland and change from Aldor/Scryer to swap your talents. It’s absolute nonsense and shouldn’t have any bearing on player power.

You are the one considering it as a level 60 talent row, that is not the current design and likely wont be the design even after pulling the ripcord.
The ripcord is almost certainly just free covenant swap with no quest line but you still need to go to the npc and setup your new covenant stuff

Outlaw the best ability is maldraxxus, kyrian is 2nd best, then it’s night fae, then at least the one that fits rogues the best rp wise venthyr is at dead last.
Why you ask cause Blizzard took the sensable RP and turned it’s on it’s head to get people to fill in for maldraxxus which design wise is a nice place to visit but not to stay.
Unlikely essences still arent account bound just grinded through multiple content. I am fairly certain Blizzard only ever has 1 back up plan for each thing which they release when needed.
Have you done the rejoin a covenant quest? How long does it take?
I mean this time they have all the expansions to fix them. Might be good by 9.3.
Every systems got patched later in some way this expansion atleast once if not more.
I don’t really see the appeal of Maldraxxus’ ability. Outlaw’s don’t have problems with combo points or energy regen and a DoT is just a DoT. Even poisons for Outlaw are pretty meaningless looking at the spec itself.
It’s not on beta as far as I know.
They might be undecided what they really want to put there.
Pick the third best covenant for your class, because #1 will get nerfed, #2 is probably next, and they will probably overbuff #4 and nerf it.
Otherwise, good luck wiping your progress because Blizzard can’t balance their game properly.
They only changed Azerite armor once and its still not completely fixed as I assume the request was to be able to pick from better choices so all 475 pieces were equivalent
They balanced azerith traits multiple time, added ways to earn them with invasions, added then the vendor, then they just made raids drop bis or close to.

For all we know its a 30 min world quest to “prove your loyalty” again so you can rejoin. I think the best push from Preach or someone who can get Ion on a call is how long does the quest take?
They’ve said it’ll be a weeks long grind.
