I clearly stated they need to just have the tier item have the PvE upgrade system while also scaling to 450 ilvl in PvP so people can’t make the mistake of buying the wrong version of the item.

Well damn, I didnt even check if that was a thing, and I bought the wrong item.
Top kek, this is borderline trollish by blizz.
I still have mine since I’m too paranoid that I’ll buy a piece before I get my two set and the moment I get another piece in the GV it’ll be for the same exact slot
I waited to this week to buy it, got lucky in vault, so bought it.
But bought the wrong one. Im actually pissed lol, I didnt bother to check and just bought haste/vers in 5 secs and moved on, didnt think blizz made it easy to confuse items like that.
I just got mine today and I have to say…. One says elite and one says heroic. One has bright green text that says scales in pvp, one doesn’t.
I honestly don’t think “I just ran in and clicked in 2s and thought I’d be fine” is a good enough excuse here for anyone being serious.
This is a complete non issue as far as I’m concerned. 100% user error. Take a small moment when dealing with a known valuable commodity and simply look at your options and pick one.
I thought it was really silly that anybody would buy the wrong one then about half hour later purchased a bloody token piece from last season. 
I get what I deserve.

Nah, when I got to the vendor I look at the stats and not much else, didnt expect for there to be two exact copies of the item with the same currency.
its w/e, but its still badly implemented.
Remember when blizzard sqid they took away vendors because they didnt trust people to make the right decision
Wouldn’t the PvP version always be better?
Or does it have a lower PvE ilevel? Or different xmog?
