I have checked every character I have, none of them are hiding the camera and I've spent some months checking garrison missions, the mission for the camera has not shown up. According to https://www.wowhead.com/item=122637/s-e-l-f-i-e-camera#reward-from-q the alternate source for the camera is the quest in Stormwind or Orgrimmar but when I checked, the quest is not available.
It is possible I had the camera at one point and forgot, then deleted it or it was on a character I deleted.
The item restoration page is a convoluted disaster area. I can't just search for the item and trying to manually look through thousand items on each of my characters is extremely time consuming. This is even assuming that camera was on the character I didn't delete, there is no way to check for deleted character's missing item.
PS tell whoever designed the item restoration page, you suck. Why no search? Obviously the designer never tried to look for something that was deleted or destroyed several months ago on a deleted character.
Did you look under the toys page?

It’s not there for me, and the quest log is instructing me to go to Orgrimmar to turn the quest in. Trouble is, I’m on an Alliance character (Gnome Hunter). WTF?
If you are only on the first step of the quest, you may be able to abandon it and pick it up with not much progress lost.
If you are on the final stage, I would recommend putting in a ticket to see if they can work something out.
